The
League of Provinces of the Philippines is off to a good start,
guided by the General Action Plan for the next three years.
LPP president, Misamis Occidental Gov. Loreto Leo S. Ocampos,
in his year-end report said that the GAP provides for the
programs and activities of the League to enhance public service
delivery by the League and its members until 2010.
It is envisioned to ultimately promote countryside development
and provide growth opportunities for the constituents.
LPP
General Action Plan (Roadmap 2007 – 2010)
The
first agenda in this term was to come up with a comprehensive
3-year plan, toward strengthening the LPP and positioning
it as the premier local government league.
The General Action Plan (Roadmap 2007-2010), which was approved
by the National Executive Board during its 1st meeting last
September 6, seeks to enhance the capacity of Provincial Governors
and key officials in local development and governance, uphold
meaningful and genuine local autonomy, help build self-reliant
communities, strengthen partnership with the national government
and other LGUs, and improve the efficiency of the League as
an organization.
It’s
specific goals include among others, continuing capability
enhancement activities for governors, increased LGU revenues
and fund sourcing opportunities for improved delivery of services,
ensure greater genuine autonomy for efficient and effective
local governance, improved national government support services
to LGUs, strengthen provincial governments nurtured by strong
inter-LGU collaboration and partnerships, and institutionalize
the LPP secretariat.
In the last six months, the league has begun to implement
some of the activities toward the realization of the GAP.
Peer
to Peer Orientation for Newly-Elected Governors
In
August, the league conducted the peer-to-peer orientation
for newly-elected governors in Cebu City.
The forum, which was attended not only by the neophyte and
returning provincial chief executives but by those reelected
as well, generated a dynamic discussion among peers on the
various dimensions of local governance.
Governors
got to share their first hand experiences in governance in
the areas of alliance building, challenges in service delivery,
local government reorganization and resource mobilization
and financial management.
Advocacies
The
league has prodigiously pursued its advocacies on the Internal
Revenue Allotment for the LGUs, the amendment of the Local
Government Code in order to further strengthen the autonomy
of the local governments, especially in the area of local
taxing powers of the provinces.
Relative
to this, the LPP has relentlessly pursue its ongoing talks
with the Department of Interior and Local Government, the
Department of Budget and Management and the Department of
Finance for it to include in the IRA the share of the LGUs
in the national wealth from mining activities and the EVAT.
The
League has likewise initiated dialogues with the DILG and
the PNP for the latter to uphold the local chief executives’
powers autonomy and authority to select their respective provincial
police directors under the Local Government Code and the PNP
Law.

LPP Individualized Calendar |
Over
the last 12 months, the LPP has been regularly coming out
with monthly The Governor Newsletter.
Aside
from our regular section on the issues and concerns of the
league, a number of provinces have already been regularly
contributing their respective provincial news articles for
inclusion.
Early
this month, we released the LPP Governors Factbook, featuring
the 80 governors elected on May 14, 2007. It is also a handy
reference material since it contains the individual profiles
of the governors, as well as the other vital information on
the league.
For
this project, we were able to solicit the support not only
of the governors, but also some of our government partners
such as Senate President Manny Villar, the Philippine Amusement
and Gaming Corporation and the Philippine Charity Sweepstakes
Office.
Still
part of our revenue-generation efforts, we have likewise come
up with the individualized 2008 LPP calendars tailor-made
for interested governors.
In 2008, we shall once more continue the publication of the
quarterly The Governor Magazine, which shall highlight, among
others, the best practices, trade and investment, and tourism
initiatives of the featured provinces for possible replication.
2008
Activities
In
2008, the LPP begins the year with its first out-of-town General
Assembly in Camarines Sur, to be hosted by its National Chairman,
Gov. LRay Villafuerte, scheduled on February 7.
Aside
from the general assembly, this activity will also signal
the start of the regional caravans wherein the host regions
will have the chance to showcase the best of what it can offer
in terms of governance.
